Fallout 4 Easy Max Happiness in a Settlement
Put a *burp* ♥♥♥♥ ton of paintings everywhere, and make sure they're cats.

80% is the default maximum for settlements. Once you add shops will it climb further. Also junk yard dogs add not only defence, but make settlements happier. The dogs will attack opponents, and because they're not tall work well in combination with turrets and armed settlers. You can get dogs from Gene, who will sometimes cross one's path and will sell a dog to you, but you can also use cages. Though Gene is always amusing when he's close to tears and wants to be reassured. If you put a dog house down will a dog take home in it.

So is adding shops good enough to raise it to 100 or i ahve to use dogs too?

IIRC the weapons shop gives no happiness. And the bar gives the highest. So just build multiple bars in your settlement.

If you have robots in a settlement, they sink happiness as well.
OR, you could give all the settlers a Happy pill.
Not sure if it was patched but, there used to be a bug with T.V.'s that kept happiness below 100. Don't place televisions to be safe.

Peon will tell you in about a dozen different ways how TV's affecting happiness was a "brahminshit myth", to use his favorite saying.
He spent over a year looking into the various settlement bugs, what causes them and various ways to try and fix them.

Sounds and looks to me he wasted a year doing that. :)

I think the Level 3 Medic/First aid shop/etc. gives the most. It seemed that it did, but i'm not sure about the exact levels of happiness.
